Same with Australia. During an emergency our CT scan, MRI's and emergency room and etc are free of cost in public system we paid zero dollars. 

If we go for private it costs 500$ excess if you have insurance.

Western countries ki kuda assurance about quality ochindante, they will fly for all non-emergency surgeries to India. Sector to tap properly. Probably this is the reason medical education is under good scrutiny compared to engineering and other fields in India. govt won't let establishing medical colleges easily.
