Narsimharao in a sense was the architect of the modern Indian economy.PVNR’s economic reforms are responsible for the Economic growth that we see today. Entrepreneurship and Businesses recieved a boost in his tenure. India managed to make that sharp turn from Nehruvian Socialism to Capitalism.PM who took India out of a hole, we had mortgaged our country’s gold, and still he was a visionary enough to pull us out of the depths of economic collapse to walk the path of a prosperous nation that we are today.PVNR was politically responsible for economic reforms while MMS and a set of bureaucrats executed it. Economic reform by this team was a compulsion rather than a choice. 

Apart from being a politician, he is a scholor among politicians and he is proficient in 17 languages.

 

Why is he underrated ?

• Obsession of Congress Leaders and party men with the Nehru-Gandhi dynasty. Remember PV Narasimha Rao was not the first one, Lal Bahadur Shastri is underrated too.
• He was a right wing leader in the Congress. He didn’t share the same ideology as the other leaders of Congress.
• He carried out economic reforms which was against the protectionist policy of previous Congress government.
• Some Congressmen during the Rao era feel that mid-way into his tenure, the former Prime Minister had been reluctant to facilitate the return of a Nehru-Gandhi family member to the Congress.
• The most important one: A leader has followers and its the followers who make someone leader and famous. Congressmen are not the followers of Congress ideology, they have proved themselves to be the followers of Nehru-Gandhi Dynasty.
• Sonia Gandhi was against PVR. His family wanted the body cremated in Delhi.“This is his karmabhoomi”, Rao’s son Prabhakara told Manmohan Singh. But Sonia Gandhi's closest aides ensured that the body was moved to Hyderabad.
• In the 125th anniversary of the Congress Sonia Gandhi praised contributions of all Congress prime ministers except P V Narasimha Rao in her speech.

So, its the Congress because of which the leaders like PVR and Lal Bahadur Shastri and many other leaders are underrated.

But people have started to recognise the efforts of PVR and there are many people who wants the current government to give Bharat Ratna to Rao.
