Why someone from tamil nadu or kerala or karnataka or AP need to learn Hindi to be a part of administration at center??

I would have agreed  to using English as the official administrative language  in all respects of governments Operation. 

Telanganollam manaki hindi urdu puttukatho vachesthadhi ani should not be asking other dravidian states to start teaching hindi.
