1970 nundi 3 language theory/proposition enforce chestunnayi state and central governments if I am not wrong. Nenu kendriya vidyalaya chaduvukunna , CBSE, 6 th varaku nagpur la chaduvukunna, 1st language was English and 2nd language was Hindi and Third language was Sanskrit because I couldn’t opt for Telugu there and Marati and Sanskrit were the only options, for people opting for regional langauage as 2nd language would get to choose Hindi as 3rd language. Although I was home trained to read and write in telugu (now I am doing the same with my kids here in USA). After I moved back to Hyd I took Telugu as second language. I liked that status quo and no need to enforce anything new now.

if I am not wrong AP and Telangana or elsewhere there are always 3 languages thought atleast until the mid school level i.e. 7th grade. That is good enough in my opinion.
