AMARAVATI: In a nonsense when deciding on the protocol, the state government granted high rank to the special service officer, personal assistant and executive assistant to the chief minister YS Jaganmohan Reddy .

According to the GOs issued by the government, OSD Krishnamohan Reddy was granted a rank equivalent to that of the chief secretary, while PA K Nageswara Reddy and executive assistant Iragavarapu Avinash obtained the status of secretary. They were assigned in Q in the protocol list.



The government order, issued almost a month ago, came to light only on Friday when a senior official brought the matter to the notice of the chief secretary L V Subramanyam.

According to the rule book, the precedence classification is set according to the guidelines of the Indian government. According to the protocol book, the codes (ranges) have been corrected for all VVIPs and VIPs, including the president, vice president, prime minister, the president of the Supreme Court of India, the governor, the chief ministers and others VIP According to the protocol order list, the secretary of the Union cabinet obtains rank 23, while the principal secretaries of the state are ranked 25, coded as category R.

The state government has given the OSD to the CM, Krishnamohan Reddy, a payment of Rs 3.8 lakh. Similarly, PA (recently redesigned as an additional PS) K Nageswara Reddy has been granted rank 26 with a salary of Rs 2.75 lakh. The executive assistant of the CM, Avinash Iragavarapu, also received the Q category, which ranks 26th in the list of protocols and is equivalent to the secretarial staff. The sources described the movement as the first instance of this type.

All GOs that name OSD, PA (changed to additional PS) and executive assistant have been issued with precedence order duly citing their ranks.

While Krishnamohan Reddy receives the R category, the Nageswara Reddy rank was improved to Q of the P category. Similarly, the executive assistant Iragavarapu Avinash was placed in the Q category.

The sources said there was no need to grant an order of precedence for OSD, PS and CM executive assistant. Their appointments could have been made without giving them any rank in the protocol.

The order of precedence is intended only for presidents of non-statutory commissions. When the CM personal staff was appointed, the same GO became applicable. The order of precedence is not applicable in the case of CM staff since they are not chairmen of any commission, Sisodia said, adding that the GOs are being modified.
