They should come with a better bill. Maybe 10 years low skill ki EAD and masters ki 8 years and phd ki 5 years. 

I am pretty sure 40% of Indians waiting for GC are less talented than people doing PHDs. Maybe they should limit the number of GCs that can be applied for a year like H1B. Then employers and employees will have better understand on how long they will be here without expectations.

Why should it take 5 years for PhDs? So far it has been taking 1-2 years even for Indians. For most other countries, you get GC in 45 days if you have a PhD. Why would they want to wait for 5 years? Doesn't that sound unfair?

BSC from India. TCS , Infosys lo bench for 1 or 2 years. Then work a little bit . Then promotion kinda h1 applying. Ikkada client ki resource kavali antey they get this guy from India. 62k pay chestaru starting. 

Okkadu chesey pani 2 mandiki billing chestaru.  Example. One file transfer from one server to another server ki $600,000 adigedu tcs for 2 years.

2nd type fake interviews. 2015 lo DevOps medha I got 22 jobs by mimicry. 

3rd kind. This group of TCS folks jumped to full time after they came to US. Manager got manager position. Next 4 years loo all of them got promoted to managers and that manager moved to a director position in different bank. He pulled these people there and except 2, all are directors now. All they did was manual testing. 

These people better than PhD ? 

Trump wants Merit based immigration not fake interviews based so have to link.

If hr1044 passes do EB1 and EB2 and EB3 become one group? Or will they be different. If they are one group then phd should wait 12 years if he applies today? 

If they are different then it is good the way it is.

The country cap is for all three categories combined. Because more people with bachelors can get a H1B when compared to PhDs because PhDs have no preference to get a H1B. So more people with a bachelors' degree get to apply for GC earlier because it is first cum first serve. Because someone from an unnamed college will get a GC faster than someone with a PhD because he applied earlier. It is not merit-based, it is first-cum-first-serve.
