They should come with a better bill. Maybe 10 years low skill ki EAD and masters ki 8 years and phd ki 5 years. 

I am pretty sure 40% of Indians waiting for GC are less talented than people doing PHDs. Maybe they should limit the number of GCs that can be applied for a year like H1B. Then employers and employees will have better understand on how long they will be here without expectations.

They will loose money - USA doesn’t so silly things

Why? You don't want scientists to innovate and bring new drugs? Are you against corporations? Are you against science?

Most people are not just given a GC just because. You need to qualify for it based on your research and experience, they see your Google scholar profile, your recommendation letters, your patents and reviews. If people who have over a thousand citations don't get a GC, it's a shame.

Now if you think working for 7 years in industry should count but working 7 years towards a PhD doesn't count, that would be hypocrisy.
