the issue is not related to a particular state anyways and I think anyone should be able to call them.

President has executive powers on Immigration matters. I dont think he will do such dumb act before elections. We can only hope on Congress. Once it is cleared in senate, it will go to the house for voting and then goes to the president. I dont think president veto this bill.
