Based on rubio's comments - he is coming up with merit based based on the industry, salary and education qualifications . So what he is saying is if you are technology guy - you get more points based on your net gross in your position for the last 5 years based on your experience and then your education, age and experience. If it is a farmer- they will come with merit based for that field separately
