American workers filed the case on h4 EAD is taking away citizen jobs. Government told we are in process in anyway to revoke it so this case should be dismissed. But it's been 2 years they have been telling same. Court is just annoyed since they can't proceed with case.

Now court also found that there are several situations where H1B displaced American jobs and keeping H4EAD alive means providing incentive to H1Bs to stay longer.
