Mall the successful transport companies in the world are managed by the government but not owned. Especially the buses are all contracted. It may have been true of the past, but all public transport is owned by the govt, except in areas where the network is small. perhaps some small rich counties somewhere. public transport is not a profit making enterprise, and will never be. privatizing it is, transfer of money to the rich.
