You are being mis-informed massively...

I understand you have compulsion to follow what ever lies you are being told blindly  and understand your loyalty, 

At least try to have little bit of presence of mind.

This link is a love dashboard about power situation in India and AP has been buying power at the rate of 3 rupees per unit...

Power prices have never gone beyond 4 rupees in the last 4 months, I wonder from where AP bought power at 11 rupees, May be from Singapore but definitely not in India.

As you can see, the exchange price is 3 rupes yesterday and 3.16 rupees today. Plus another 15-20% will be added to the price as fuel surcharge and transmission losses. This is the price we pay when we buy power from the grid. This is what AP is paying per unit, not 11 rupees as being claimed.
