I know his answer already. Here it is. How is that 100s and 1000s of Highly skilled, Tax paying legal Indians getting stuck for 150 Years Vs an ROW guy who gets his GC in 2 years sounds fair to you ?. He will conveniently ignore the fact that using unethical practices,  we choked the system with herds of people  causing this mess ourselves. He will NEVER promote Merit based. He knows that he will be the first one to get filtered out.

Does employers apply the same 7% cap while hiring employees? If yes, I am all for this 7% equality. But that is not the case right. When the source of employment doesn’t have cap, then how does the cap apply when distributing employment based GCs.

Nope. Doesn't work that way. Does Indian private companies have reservations ?. no right ?, then why do we need reservations in India ?. On that note, we need these caps to attract varied talents into varied industries from varied countries. NOT JUST IT Industry ( i'm not even talking about complete Tech industry ) and NOT CERTAINLY FROM ONE COUNTRY.. Now you can say there are a lot of Indians who are doctors, scientists etc . But that %age is probably 30% of the total backlog. So yeah, create a merit based system and those docs and scientists will be given justice.

Merit ante nee kante munde unta nenu line lo. Nenu WITCH employee kaadu. Ikkade masters chesanu and not NPU or chillar batch. But that is not in the books for at least 2 decades.
