Agreed. They should have planned for increasing quota for backlogged countries by some %. Even other countries would not bad problems with little more delay for them.

aiming for completely removing per country quota was Totally bad lobbying and was too much to ask.

i agree. i guess they did not anticipate the block. also the strategy to attack Durbin was a very bad move. i dont think they should have done that. i guess only way s386 is gonna pass is by piggybacking on a larger bill and which needs voting.
