Don't assume that this student has not done anything. I know some subs, who get humiliated by sh1tty students in sh1tty school districts. In such school districts, even regular teachers don't last long; that's why whole classes are run by a never ending succession of substitute teachers. The school's responsibility in such cases is to ensure that there is someone in the classroom to corral students, in order that the school receives funding from the state; and this funding is based on number of students in that school.
