Even if we have Bhutan, it's net loss (financially) for India. Eg providing the admissions in Indian colleges/Univs depriving the locals. numerous options available to them in the form of scholarships, fllowships and grantss. Considering less population and more opportunities, they do better than local Indians in India.

Biggest one being - 2000+ Indian Army all the time there.
