Employee and Employer agreement

is Employee and employer agree valid in USA especially the desi mesti agreements? one of my friend got placed at a client location on C2H  role and client offered full time after 5 months of contract and he accepted FTE. Now the mestri is asking employee not to accept full time and want to start marketing again. My friend sent a resignation to his employer with 2 weeks notice .also there is a document which says 3 years agreement and is signned by him when he started with that employer and the document  also has liquidated damages if breaking the contract. is such falthoo agreement valid in USA?

If it is non compete, meaning he can't work directly for the client, then its valid.

 

If it is just about a bond for 3 year continuous employment and can't resign when needed, I don't think its valid
