Saw two incidents yesterday in news:

i) police reached in minutes to help a girl stranded night time because of empty tank.

RPF - Railway Protection Force.. These people usually roam around the train or you can contact TTE also.

Now a days you can tweet to Railways if any issue, they will try to help you out at the earliest.
