The more we use, automatically it improves.  (The more people using it, police dept also will put more efforts to succeed, for ex: in case any unfortunate incident, even after the victim dials 100, and if the police weren't be able to save because of delay, thn they will be under fire from all sides.)

received call back from police constantly till they arrived at the spot...

SUch distress and helpline services get improved by usage..

There may be few cases where because of police negligence or any other issue might not be effective..

But its only getting better and it will get better over period of time and by using these services.

Dial 100 may bot be an effective service as we talk but a decade back inka worst vunde..ipudu kastha better and we can only make it dependable by using such services more often, not for prank calls but in real times.

Public kuda alavatu chesukovali, distress vunte first 100 dial cheyalani...and public should also realise that ekuva takuva kathal padithe 100 ki phone chestaru...a concern and bhayam vundali...

We should have trust in our systems. Our trust in such systems will only make them much better,efficient and reliable. This is like a hand on glove situation.

You never know, just by hearing the sound of siren the miscreants will run away and that split second sound of siren may help to escape a terrible situation...

it's not usage. with more usage systems will crash... police have to keep scale in mind even before creating a system

Yes and they have updated and have been constantly updating their systems.

Hyderabad today has 10,000 cameras installed and working and another 80,000 cameras are being planned to installed over the next few years. A state of art control center is being built and is already more than half completed. 

1600 staff are working 24/7/365 to keep an eye on this city. 

I'm sure when the governments are investing 1000's of crores, they must have kept in mind about the 'crash' issues.

If they kept in mind about crash, why are there delays (I am referring to Chandigarh incident)

Because there were crashes, they kept in mind about the crash and improved it next time..

This system is not a readily available service which you can plug and play. 

911 kuda off the skelf software emi kadu, it has been developed over decades to make t better and effective as to what it is today..911 lo kuda enno issues and crashes ayi vuntayi, learn from the design failures and updated needs and accordingly system is developed what it is today..

Similar case with 100, things are changing.
