google center defaulting gst payments to states, there will a dozen states complaining about it

if anything we states are contributing to the center survival and not the other way around. 37% of every penny that state generates in the form of taxes goes to the center’s coffers. every rupee they collect in the form of taxes be it GST ot Income tax they will have return 63% to states and more often not the process is not seamless and numerous representations have to be made to for the funds to be released.

first things first, no state begs for money.

Planned and unplanned expenditure and bidget allocations are based on the economic survey which projects the receipts,tax collections for the year and based on this survey, budget is prepared. in short, future tax collections mida present budget prepare chestaru.

Now, indulo planned and unplanned expenditure vuntadi...unplanned is not wrongly planned. Unplanned ante emergency situations, price stability kosam, unforseen situations like drought releif measures kosam, edaina welfare prjject ki funding ivadam, so many things...mana budget lo oka 30% planned vuntadi and another 30% unplanned vuntadi...usually realed by quarters.

Unplanned lo states spending la deficit vunapudu, states request the FM to include a grant or unplanned expen nundi fund cheyamani adugutaru which is usually based on poltical developments...

This is a norm during the election year, vote on budget vunapudu fund release will usually not happen on time and idemi kotha trend kadu..as incumbant and new governments formation and vote on ki oka  quarter gap vuntadi and such lapse will continue  till a full budget is presented, approved and financial year starts.

Presently almost oka 40,000 crores is pending tranfer from union to states which should happen by Jan ending..feb lo okasari full bidget present chesthe nex 3 years mostly on time transfers vuntayi

Not Just NDA/BJP, ae government aina...vote on budget lo such gaps and delays are common especially during an election year
