Depends on how much you want and when you wanna repay (time).

if you need more time then personal loan is best. check credit unions like DCU,Penfed,patelco. This way APR will start from first month but no initial fees.

If you need less time then balance transfer is good as APR free for 12 months-18 months depends on bank but initial fees would be 2%-3%.

just calculate on paper and decide.

apart from above suggestions, if you own a car(with no leinholder...i mean you paid your car finances completely and you own the car now), some banks like DCU can give you loan with 3% APR. The loan amount would be around 120% of the car value.
