That's because Jaitley exempted millions of people. But they're a lot of people that sell vegetables and make lakhs of rupees and not pay taxes. A better control and streamlining will increase revenue.

People that get free government beneficiaries have ration cards and Aadhar cards, they can show that and get on NRC and continue to eat tax money for free.
