If local parties want more seats they have to increase the per capita income of their states.

There is a carrot called power. It will make parties from poorer populations pull up their socks and work toward increasing their per capita income.

But what is the use of more governance for the rich? Often the richer you're, the less you want the Government to interfere.

both of u r wrong. but dummi is onli wrong on details, u are wrong in ur supposition itself

there is no wae to calculate gdp at even citi level. all data we have towards that are approximations and will be contested heavili if that number is tied to power.   worse, de can manipulate it.

u r wrong because u make a veri common falcious assumption that the rich don't need govt in their life. on the contrari, that's when de need it the most. de can lose it all and no one will bat an ilid if thei don't have friends in the govt

Most rich people are capitalists, need less governance, less taxes.
