Should Krishna Guntur pay taxes to Jaffa

Jaffa and cronies argue that because of kamma population (about 5 -10%) in KG district development should not take place there. Then what right does Jaffa govt has to collect taxes from KG area where kammas are 5-10%. It no longer has any legitimacy to do that. 

Are hijra of Krishna district @pamogudu ... siggu lekunda langa gallaki icchina BJ lu chaalu gaani. Ikkada edchi respond avu.
