There is no plannow .. this doesn't mean you have to build twin towers on day zero. 

they allocated framework for twin towers

Which means in 100 years if you want to build such  construction you can by allocating the space and road plan etc.

That also applies to road expansion and underground drainage 

 

Imagine doing this again for vizag
