the best would have been then government opting for a core capital region in 3000-5000 acres and have the private parties and land owners develop faster though it would have little haphazard but would have avoided the current situation. that is how hitech city happened with intially developed in 150 acres now stretched to 20000 acres because of private participation. 

with government involvement and 33k plotiing basically you have done Gentrification of sorts with working class and daily wage workers not being to able to afford to build houses or live there or small business owners able to buy property to start new business
