Need Suggestion - H1B tansfer while H1 extension in progress

I applied for H1B extnesion bcoz my visa and I-94 expiring on Jan 30 2020. and what If I file H1B Trasnfer with new employer after my i-94 expiry on Jan 30,2020? 

is it ok to file for H1B Transfer while the H1B extension with my current employer is in progress after Jan 30?

Try to file fro H1 Transfer while the I-94 i still valid... Better be safe than
