We did not accept the returnable plots because couple acres land pooling lo ivvakunda hold chesam purposefully. So adi settle aithe iddam ani waited but you know the rest.

Here is my question based on what I see and read:

1) Capital shift ayithe, how is it handled? or is there anything explaining that?

2) Returnable plots: If they are not developed before a certain date, govt will pay a penalty
