Decentralization of power is followed in several countries of the world. Gandhi Ji had proposed a Swarajya model that talks about decentralization of power. Also, what AAP government did with Mohalla Clinics and ward wise decision making is nothing but the same. So, precedence across the world is already there. Just check why cities across US declare bankruptcy. It is because they run their own governments and their own budgets.  That is decentralization of power and empowerment of the local bodies.
