Initial ga other party will spend around 1000crs, and will pump in as per the need. So basically the other investor funds less than our govt spends overall and ironically, govt will Be a share holder & that investor is majority holder !! 
On top of this,  if the project is not finished for any reason the govt will have to pay them back - !!!!!!!!!!!!!!!!!!!!!!
