Urgent need help ds160 arrest issue

I think this is similar to traffic/speeding ticket... i dont think this would be labelled as "arrest"

bro.. nuvvu kooda endi.. summons are asking you to attend at some place or respond for something. When you respond and a decision is entered, then you are convicted. If shackles are put on your hand and put in jail, then is it arrest.. even putting shackles on hands and made to sit on roadside until cops search the car or perform some action is called detain and not arrest..

So what should I enter in ds 160? Arrested or not? I asked the court clerk she said you are not at all arrested nothing. I am confused.
