KCR administration is 3 pronged..KTR helping immensely with urban issues while Harish has a strong connect with rural vote base and finally KCR himself circling back everything. 

KtR is good at delegating while Harish is more of do it by himself guy. KTR has a very good team of intellectuals who manage a lot of things in the background like working on new  policies, marketing,  lobbying etc albeit he provides feedback and direction. I find Harish more approachable and that is the reason why a lot of people favor him.

when KTR speaks he definitely come a little arrogant may be he is too polished for local  politics..may be he would make a good candidate for something like a central cabinet . I met him here in bay area when he came in 2015 and spent the whole day with his team, he is very punctual, was at ease interacting with C level executives of major corporations here. Though his team would show up at the resto-bar few times he used to keep to himself in his room while he is not meeting people was told he doesn’t drink
