Amaravati, billed as a “futuristic, world class city in the making” by Andhra Pradesh government officials at its foundation in 2015, will now have to share the honours with Visakhapatnam and Kurnool, with the YSRCP government proposing three capitals for the state. Government has pitched the contentious legislation, which is causing unrest around Amaravati, as an attempt to ensure “decentralisation and inclusive development of all regions”. The objective is laudable but shouldn’t be a clever-by-half attempt at sugar coating the bitter pill delivered to investors and farmers in Amaravati.

Alongside stalling development works citing funds crunch, chief minister Jagan Mohan Reddy has accused TDP of benefiting from insider information on Amaravati development plans. Soon World Bank, Asian Infrastructure Investment Bank and a Singapore consortium pulled out of funding commitments. Farmers are now on the warpath over uncertainty regarding 33,000 acres of farmland that the Chandrababu Naidu government had pooled from them with promises of returning developed plots. Meanwhile, plans to abolish the legislative council may be afoot. The rationale for scrapping the council – that TDP enjoys absolute majority and stalls bills – is blatantly arbitrary.

Frequent policy changes, especially when serving governments change, dampen the business climate. Investors scare away easily when this happens. Land pooling in Amaravati was a breakthrough, allowing the state to bypass the convoluted processes stipulated by the new land acquisition act. Amaravati’s success would have impelled farmers across India to collaborate on such development work. Jagan’s vision of Amaravati as legislative capital, Vizag as administrative capital and Kurnool as judicial hub will complicate governance. Despite his misgivings, Jagan must make an effort to complete Amaravati. Leaving it unfinished will stand as a cautionary tale for investors eyeing India, but particularly Andhra Pradesh.

CM Jagan Mohan Reddy’s push to have three capitals in Andhra Pradesh is illogical. What the state needs is a cohesive and efficient capital after it lost Hyderabad to Telangana, not a Tughlaqi proposal that is also a drain on resources. Reddy is putting his ego ahead of governance priorities.

'Flood risk'
But the first master plan created for Amaravati by a Singaporean firm had described the location to build the capital as "low to medium flood prone" and suggested a water network mitigation within the proposed city.

India's environment body, the National Green Tribunal (NGT), had also accused the state government of not considering "ecological and environmental aspects of the project". But it eventually gave a conditional nod to the proposed development.

"Amaravati is an environmentally unsustainable project and a flood risk," says Prof Ramachandraiah Chigurupati of the Centre for Economic and Social Studies.

"In a zone characterised as low-lying plains with fertile agricultural land, floods will be a feature. The state has been hit by several cyclones over the years.

"In times of global warming, which leads to intense bursts of heavy rains, an entire city could be inundated within hours, leading to massive destruction as witnessed in the recent cyclones in Kerala."
