Why did Jaggan recruit a five star lawyer ?

Every state govt gets a prestigious lawyer called advocate general. So why did jagga spend 5 crores of public money and got a private lawyer ? what is he afraid off.

Edo criticise cheyali kada ani chestunaru but look at Harish Salve, Kapil Sibal, Mukul Rohatgi, Nalini Chidambaram, etc...and all these people literally charge crores and this is nothing new neither surprising..

Here it is not Jagan that needs to be defended but state government. And state government also has an advocate general. Then why hire some private lawyer spending 5 crores ?
