There is no source for the quote, except that article that meena kandasamy (who is a prominent dalit writer) wrote.

It is however recorded tht periyar refuse to meet the prime accused in the case where dalits were killed for fighting for their wage, just because the accused was from his caste.

periyar did allow the creation of  cult of personality around him, but can't fault him for that, because he was successful than Ambedkar in pissing off those in power.
