Use of "the" before the names, starting with any vowel is correct ?

You can't say it ever if it's the name of a place and you're using it as a noun.

This part is right, but you're using it before a collective noun not a proper noun.

You only use articles before common nouns or collective nouns, not proper nouns.

You can say an apple, but you can't say the Jagan. Although with the current state of affairs, we can say the shenanigans of Jagan. I used common, proper and collective noun in the same order ya.
