Passport Seva Communications team now providing two options

1) Either attend in India (or)

2) Apply for Background verification from country of residence (Register through embassy.passportindia.gov.in) and follow instructions.

I think Gov Shutdown in early 2019 is affecting some applications. Couple my friends have same delays.
