IThe following answer shall consist of facts, rather than rhetoric or fiction.

  1. The concept of Hitec City is the brainchild of N Janardhan Reddy , former CM of AP .
  2. The foundation stone of Cyber Towers was laid in 1991 itself , with APIIC taking up the project with N Janardhan Reddy at the helm . That is , actual construction took place .
  3. The YSR government came up with the concept of PV Narasimha Rao Expressway in 2005 and was inaugurated it in October 2009 .
  4. The Congress government in July 2010 had successfully completed rebidding process for metro and construction was started . Before this year , proposal was there , but construction didn’t start.
  5. The Congress government in October 2012 conducted the Biodiversity summit and started construction of Biodiversity park at Gachibowli .
  6. Shamshabad airport project actual construction started in 2005 and completed in 2008 .
  7. The Outer Ring Road project construction started in 2004 after elections and Gachibowli Narsingi stretch opened in 2008 .
  8. 2009 badminton world championship held in Hyderabad .

It is often said that fact is stranger than fiction . Since this question pertains to united AP , let the following facts speak for themselves.

Since the district gdp data for AP between 1995 till 2002 is not available , the total GDP of united AP can be compared.

Yearly growth rate at constant prices

1995–96 5.9 percent

1996–97 6.3 percent

1997–98 -1.4 percent

1998–99 12.2 percent

1999–2000 4.6 percent

2000–01 8.7 percent

2001–02 4.9 percent

2002–03 3.8 percent

2003–04 9.0 percent

2004–05 8.2 percent

2005–06 9.6 percent

2006–07 11.2 percent

2007–08 12.0 percent

2008–09 6.9 percent

2009–10 4.5 percent

2010–11 11.6 percent

2011–12 7.5 percent

2012–13 5.1 percent

2013–14 5.9 percent

As one can calculate , average growth from 1995 to 2004 was only 5.9 percent whereas average growth from 2004 to 2014 recorded 8.2 percent growth at constant prices. Indeed 2004–09 saw record growth at 9.6 percent average. Even the congress tenure from 2009–14 , beset by turmoil , saw 6.9 percent growth , higher than 5.7 percent during 1995–99 or 6.0 percent in 1999–2004 .

Regarding IT exports , Hyderabad was fourth in 2003–04 . IT exports were only 5025  crore . It was behind Bengaluru , Noida and Chennai.

By 2013–14 Hyderabad IT exports reached 57 thousand crores and stood second , only behind Bengaluru , so much for the “ IT boom “ !
