Yes, let's look at the HDI index(as per 2017 data)

India - 0.639
Telangana - 0.664
Andhra Pradesh - 0.643
Rajasthan - 0.621
Jharkand - 0.589
Bihar - 0.566

Andhra Pradesh allocated about 13% in budget for education spending.
Telangana allocated less than 10% in budget for education spending.

Similarly when it comes to healthcare 
AP - About 5%
TG - About 5%

US Growth rate - less than 3%

Again I have no intent of putting down Telangana's growth, all I am trying to say is AP is a not a state that you can write off so easily.
