GC sponsor

One of my colleague i know is a US citizen now, 

He wants to sponsor his brothers children , How can he do that , does he need to file as his own children?

Whats the procedure ?

It will take 10-12 years to get gc for them anyways..he has to be sponsor, their parents co sponsor
