That rate cut doesn't effect fixed rate mortgages.

yes. same rate for 21 to 30 years. 20 yr may be lower

I am not sure how much it will be if we dont have to spend a penny from our pocket.  Right now I pay 3.5%. If $0 refinance gets me less than that, then I should consider this I guess
