Yes. All countries except USA. Only Canadian citizens PRs allowed. No soft landing allowed.

Cuz Canada is interwined deeply with USA for trade. All essential goods come from USA, they cant close borders for them. Economy is another thing go consider too. The problem if testing is same in both countries.
