What you don't realize is that due to the lack in testing kit/medical personnel, they are not testing everyone that have symptoms. If they are not in the risk group, they are not testing them. The death rate you see is higher because the denominator (positive cases) is actually greater than what is being reported.

Again you see a jump in the number of cases, because they're testing more people now than before.
