If they can afford, the best thing they could do is team up with others and buy used bicycles and ride for a faster journey and reduce the risk from dying on the way. Walking is slow, risky and not scalable. For reference, we can get a used bicycle for $10-$15 in the US at a flea market. If 2 people buy a used bicycle in partnership, it would cost them less than 500 rupees each and they can take turns on the way peddling in the front or just sitting in the back.

(Mahesh Babu in Srimanthudu used a bicycle for village commute and did not walk or use a bike or car. SLICK !!)
