Use the numerals 1, 9, 9 and 6 exactly in that order to make the following numbers: 28, 32, 35, 38, 72, 73, 76, 77, 100 and 1000

You can use the mathematical symbols +, -, ×, /, √, ^ (exponent symbol) and brackets.

How can I get the answer 24 by only using the numbers 8, 8, 3 and 3.

You can use add, subtract, multiply, divide, and parentheses.

A known chemical engineer professor was found murdered at his home this morning. 

The detectives investigated and narrowed it down to six suspects. 

The names of the suspects were as follows;

Frank, Mark, Alex, Nicolas, jonathan and Steve.

The detectives then found a note with the body which had the following numbers: 

28-27-57-16

The detectives arrested the murderer on finding this note. 

Who was the killer?
