I meant, they have enough economic clout to start direct taxation in some small way.

even under the BJP govt they defied the GST, by initially collecting some kind of octroi tax. TN used to tax entertainment with extra 20% or something. so they are trying.

the thing is, under constitution states have no direct taxation powers, and they gave up their indirect taxation powers with GST. lol. So its interesting to see how this plays out

Currently their is only one state which employs Octroi Tax which is Gujarat. Before 2013, this tax was imposed on goods entering to Maharashtra which was abolished by BJP led government and implemented a new tax named Local Body Tax (LBT).
