Kind of interlinked..u still need to have knowledge of devops like pipelines,arm templates etc...this is expected if you worked in azure based environment

Yes we did. Webapp is little easy. For on prem VM you need to install azure agent at diff server, this will  pull code files from git after code merge builds at build server and pushes artifacts to your server
