there has to be 50K FB petitioners inside US to use them, consular interviews are not happening

lost time for consular interviews cannot be done in the short time before fiscal year lapses

first the ban may be extended, seconard, consular services may not resume full steam well into august, which means more numbers are added to EB next year that starts on 10/1/2020

RoW get the most benefit, slowed demand for Eb2 RoW means more would flow into EB2/EB3 India as SO

optimism aside, when stephen miller know how to waste visas, they can find 100 ways, point is its not easy to waste so many visas without change in law
