Naturally this cost would be borne by governments, as said earlier by the union and state, not by the passenger. 
 

Clear case of miscommunication and mismanagement. And then there are few people who are ready to criticize, however the government gave a chance though.

Costs are borne by state govt...monna lingampally to jarkhand ki vellina train ki state govt sponsored the ticket cost...a rough estimate of 5 lakh twenty thousand for 1200 persons...rough ga 400 rs per person....

Yeah, that was special train organized by the state and was much before the announcement by center. So technically the state was paying for it, almost like a special train.

But this case is different...cost to cost basis mida kanichestaru..

State RTC kuda chesindi even did the railways adhi post chesina now with criticism they are back tracking rendiki evadu compare chesaadu....  Miscommunication in general ga jarugutonda neelo neeku avuthonda chudu kaaka...

All the trains are run by center on request of respective states after states are preparing the list of migrants earlier it wasn't specifically mentioned states have to borne by the states, infact there was directive earlier from RB that they will charge twice from state for since they have to run back the rake empty back to its base...

After that its being mentioned they started charging from passengers now again the change has come Center will fund 85% & 15% from state of the charges..

They are charging extra spl charges also, usually migrants use General class but now they are being sent in Sleeper class coaches to enable social distancing...

In Normal cases Hyderebad-Ranchi (Hatia) Sleeper class ticket is 590 rupees.. Now add to Super fast charge & extra special charges of 60-70 rupees... Add to it bus fare charges from station to their respective near by villages... So can easily on passenger would easily have to pay near around 800 rupees.

Yeah bro....ippati varaku tg nundi vellindhi only one train and that was the one which I've mentioned...ah ikka train ki only state govt bore the expenses.  centre is dealing this issue on the lines of demonetisation...roju oka rule osthundhi ..dunno why they are fumbling themselves ....railways come under central list so centre should give clear guide lines regarding the shramik trains...

2 Shramik special trains depart from Bengaluru; free inter- district bus facility extended till Thursday

Two trains will depart from Bengaluru on Monday to take workers and people stranded in Karnataka due to the COVID-19 lockdown, while Chief Minister BS Yediyurappa said free bus services for labourers stuck within the state to reach their native places will be extended for two days.

The trains will depart on Monday to Jaipur in Rajasthan and Patna in Bihar, the government said in a statement, adding food and water arrangements have been made for passengers before they travel.

Also sharing details about the labourers and people traveling to other states, the statement said, on Sunday two trains left for Patna in Bihar, and one each to Ranchi in Jharkhand and Bhubaneswar in Odisha. Four trains carrying 4,800 people have left for their destination on Sunday, it said.

Students not to pay train fare, migrant workers to get full reimbursement, says Nitish Kumar

Bihar Chief Minister Nitish Kumar on Monday made it clear that no fare will be charged from students returning to the state by special trains while migrant workers will be reimbursed the expenses incurred, besides getting additional assistance, after they complete the mandatory 21-day quarantine.

In a video message, Kumar said these measures were already in place but blamed bayaanbaazi (political statements by the opposition) for the confusion which he felt was imperative to dispel.

No fare is being charged from the students. The migrant labourers are being taken from railway stations to their respective block headquarters where they have to stay in quarantine for 21 days. Once they come out, they will be reimbursed for the full expenses and get an additional aid of Rs 500 each. Thus, each worker will be getting a minimum of Rs 1000, he added.

Over 2,000 migrants return to UP from Maharashtra in two special trains

Two special trains carrying over 2,000 migrant workers stranded in Maharashtra due to the coronavirus lockdown reached here on Monday, officials told PTI.

"The first train 01901 from Bhiwandi carrying 1,145 passengers reached Gorakhpur railway station at 1.20 am. The other train 00975 from Vasai Road railway station with 982 passengers arrived at the station at around 5.30 am," Sub-Divisional Magistrate, Sadar (Gorakhpur), Gaurav Singh Sogarwal said.

He said most of the workers were from Khajni, Bansgaon and Gola tehsil of Gorakhpur district.

Shramik Special train carrying 1200 migrant workers leaves from Panvel

A Shramik Special train carrying nearly 1,200 migrant workers left from neighbouring Navi Mumbai for Rewa in Madhya Pradesh in the wee hours of Wednesday, the Central Railway said.

The train left from Panvel station of Navi Mumbai at 12.45 am, carrying passengers "registered and nominated by the state government", the Central Railway (CR) informed on its Twitter handle.

Nearly 1,200 migrants boarded the 24-coach special train while maintaining the physical distancing norms, a CR spokesperson said. On Tuesday night, the Central Railway operated two Shramik Special trains from Kalyan junction in neighbouring Thane district.

83 Shramik Special trains run so far with over 80,000 migrants ferried

The Railways on Tuesday said it has run 83 Shramik Special trains so far since May 1 and ferried more than 80,000 stranded people.

Till Tuesday evening, the national transporter had run 76 trains for the migrant workers who were stranded at their workplaces due to the corona virus lock down and wishing to go back to their homes.

Each special train has 24 coaches, each with a capacity of 72 seats. But the national transporter is allowing only 54 persons in a coach to maintain the social distancing norms by not allotting the middle berth to any passenger.
