He already completed his work. It is not a continuing job. 

Perfect tense is used when describing something in past. Especially mentioning "when in the past (time)" is not required.

You can always use "work has been completed, you may test it now. ", But it looks bookish....

My previous comment was a generalized comment based on what i observed in emails from our desi guys (we tend to use prefect tenses a lot in emails)

You are right about this. Also add passive voice. It is really annoying.

has been anali ee case lo, "work" in itself is "one single thing" you did, but if you say "work items" or "work tickets" then you say "have been".

Tenses nerchukovali.

Birds fly. - Present

Birds are flying. Present continuous

Birds have flown. Present perfect.

Birds have been flying. Present perfect continuous.

Birds flew. Past

Bids were flying. Past continuous

Birds had flown. Past perfect.

Birds had been flying. Past perfect continuous

Birds will fly. Future.

Birds will be flying. Future continuous

Birds would have flown. Future perfect.

Birds would have been flying. Future perfect continuous.

 

Singular - has (he, she, it)

Plural - have (they)

is not a good rule to follow. Because I will always go with "have". Not "has".

Last week/Yesterday, I finished this part of the work.

Rest of the work will be completed by end of the day/week.

etc.
